Mehaffie Ranked No. 1 For Effectiveness Among Pa. House Republicans

October 14, 2025

HARRISBURG – University researchers recently named Rep. Tom Mehaffie (R-Dauphin) the most effective Republican among his statehouse colleagues in the 2023-24 Legislative Session.

Mehaffie ranked as the top GOP House member in the new report issued by the Center for Effective Lawmaking, a partnership between the University of Virginia and Vanderbilt University.

“I think I’m willing to work with people of various political ideologies and backgrounds to get things done. My peers see the proposals I’m putting forward are commonsense measures to better the lives of our state’s young children, skilled workers, consumers and aging adults,” he said.

First elected in 2016, Mehaffie introduced eight bills in the previous session. Five of those bills received votes in committees and passed the House, and one became law. Act 34 of 2023 served as the fiscal code for the state budget.

The Center for Effective Lawmaking assigned a benchmark score to each of the 203 House members based on each person’s party affiliation with the majority or minority party, seniority, and committee roles. The researchers then assessed whether the lawmaker outperformed or underperformed the score.

Mehaffie said he hopes the current legislative session affords him more opportunities to advocate for his constituents and all Pennsylvanians. Since January, he has already introduced 16 bills, eight of which have passed the House and await votes in the Senate.
